  7. This is one of my plugins for ArtEffect2/3+.

  9. Average is a high-speed and -quality implementation of a standard
  10. Average Blur. Average is different to Gaussian Blur, the smoothing effect
  11. is stronger and not completely independent of direction.
  12. It looks more refracted.
